I want a compact digital camera
but I want to be able to fish at night and they shot Speedman manual, so you can blur the moving car be covered?

The A590 from Canon (and others in the series) complete manual and shutter speeds of up to 15 seconds. There are others, but it is the cheapest camera I know with manual mode. I'm not sure if any configuration is characterized by compact lamp.
This series of cameras are often called "pro-consumer because they have more control than with P & S cameras. They are an equal little more expensive, and sometimes in the order of magnitude than a DSLR. The main advantage is that they bear smaller and lighter, a digital SLR camera, everything is a little creativity.
I use a G10 Canon G9 proceed 12.1MP Although 14.7MP once and beautiful. Both have a hot shoe for external flash. I think the shutter speed is up to the G9 15 seconds, but I'm not 100% sure ... If you have not before me.
P & S cameras have very few manual controls .... those that are almost as big as a DSLR level and nearly as expensive.
The possibility of the shutter speed is the key to the image capture, describe, too.
Perhaps one day, P & S compact cameras have these features, but at what price?
Might well answer injanier on the set of Canon, I would add that the SD series, also at 15 seconds. I saw in person, SD700, SD800, SD900 and SD950.
