** Before you begin, turn the screws ** mess with one of the screws during the cleaning? You should not have to.
If not, something blocked, it fits into carbohydrates. ? Cable, perhaps?
Do you have back, the vacuum lines that the UN may have in the area? Leakage of air through a vacuum line hook cause too much inactivity.
Make sure the carbs. Air-tight connection to the intake manifold or have the same effect as above.

I propose to make returns on their work to make sure everything is correct before you attempt to resolve the problem remotely mounted.

Check the screws on the idle mixture. Turn counterclockwise to stop after 2 turns counter-clockwise to begin. Check the idle screw, adjust the position of the throttle valve connected to the carbohydrate, the support counter-clockwise until the dose does not affect the lever back and touch on two towers. Pull the mixture until it reaches idle speed faster then adjust the screw throttle position, right up to speed. WARNING interaction change so sometimes you have to or until you qualify.

This article is based in Kawasaki EX250. which should help more than you say adjust the screw at idle.

The most obvious is the knife back and forth made. This does not allow to close the slide.
